The Limits of Presidential Power

In my operational risk seminar this spring, students ranked and then restacked and ranked the top operational risks present in our world.  No one was especially pleased with the results, and the top three risks – cyber-threats, global uncertainty, and terrorism – seemed nearly interchangeable, depending upon the month. As we came to the end of the quarter – particularly with the terrorism acts in Manchester, London, and Tehran -- “global uncertainty” seemed to encapsulate the other two risks, particularly when the elections in France and Great Britain are taken into account along with the performance of the U.S. president on his first diplomatic trip abroad.

Everything Is For Sale

Both houses of Congress are comprised of anxious Republican majorities who fear the President’s ability to dislodge them from their elected seats if they do not toe the party line. In fact, there have been no laws passed by Congress and no vetoes of Congressional bills because the President is ruling by executive order – hundreds of them, to date. 


A Rational View of Capitalism vs Socialism in America & History

President Donald Trump declared that America will never be socialist. He’s beating up a strawman, since there has never been a fully socialist country. That’s because, throughout history, every country, whether it considers itself socialist or capitalist, engages in capitalism to some degree, which is essentially the existence of a marketplace, where goods, services, information, and labor are exchanged. 


How do we know if our President is Mentally Unstable?

Congress should pass a law to help choose and maintain a stable president in the future. This would require presidents to undergo neurocognitive exams to determine if they are mentally impaired or unstable. To take that step, both parties must move beyond the immediate framework of Trump versus Biden or Republican versus Democrat. As long as Democrats draft any legislation assessing a president's mental fitness to perform their duties and apply it to Trump, it is dead in the water. The same applies to Republicans seeking to prove that Biden was mentally incompetent to overturn his legislation. 


Is a Manchurian Candidate Guiding our Defense?

A Manchurian Candidate, as initially defined in Richard Condon's 1959 novel and the 1966 movie, is a nation’s leader controlled by that country’s enemy. These works of fiction played on the fear of a Communist takeover of America by Russia or China, a conspiracy worthy of being promoted by QAnon.    


Beyond the Pale

Most of what I’m writing about this month is beyond the pale, which means it’s “bizarre, outside the bounds of civilized behavior.”  The behavior of the Trump administration is corrupt and no respecter of the rule of law or of the principle of checks and balances.
